The first offseason transaction:

Outrighted RHP Jason Young to Buffalo (AAA)

This creates an extra roster spot on the 40-man roster. Young made 4 starts for Buffalo after he was claimed off waivers, posting a 5.87 ERA. I'd assume the Indians will try to sign him a minor-league deal and invite him to next year's Spring Training.

Some other interesting transactions around MLB:

The Chicago Cubs Signed RHP Ryan Dempster to a three-year, $15.5M extension

This should help set the closer market, although Dempster doesn't have much of a track record. I think the Cubs are overpaying here, but every team  looking for a closer has to adjust to the contract.

The Florida Marlins Released RHP Tim Spooneybarger and RHP John Riedling

Both pitchers have arm issues, but these are the type of scrap heap guys worth taking shots with.
